I'm experiencing VPN connectivity issues with my users who are on spectrum - it's not my VPN endpoint - if I change DNS to point to my ATT circuit it works fine - same vpn endpoint. On my ATT fiber circuit I can get to it no matter what ISP I terminate it to but my spectrum users can only get to it from the ATT side.

I have configured an OpenVPN server and am able to connect from a vpn client successfully, in that the client receives the expected IP address, and is able to access the WAN via the vpn connection (confirmed by checking the external IP of the vpn client).
