The fifth generation AirPort Extreme delivers higher speeds and greater range than any of its predecessors. Some Wi-Fi devices such as iPhone and iPod use a 2.4GHz wireless band. Other devices can use either the 2.4GHz band or a higher-speed 5GHz band. AirPort Extreme operates on both bands at the same time, and multiband devices automatically

Plug a computer directly to the arris modem by ethernet.. Do a speed test. You will never get speeds faster than this combo. If the airport extreme is working as main router I am amazed you got the speed up to 700mbps as it is NOT gigabit router.. it has gigabit ports.. and will usually handle up to around 500Mbps .. no faster.
Figure 1: Gen 4 and 5 AirPort Extreme main board. Instead of a custom PCIe module with two Marvell 88W8366 802.11n 3x3 SoCs, Apple has once again switched vendors for its 802.11n radio technology, this time tapping Broadcom.Figure 2 shows the FCC closeup of the Gen 5's radio module, which sports two Broadcom BCM4331 802.11n Dual-Band 3x3 SoCs.
TL; DR: Airport Extreme (at least the 2013 edition which I own) is crap for gigabit networks. It's advertised gigabit ports cannot go over, after much testing, 205mb/s because of the WAN to LAN routing which is horrible. This is a decent wireless router but overpriced for what it offers in terms of range and Ethernet performance.
